Mark Heffner Testifies Before House Finance Committee

On May 19th, Attorney Mark Heffner returned to the Rhode Island House of Representatives,  where he served for ten years as a State Representative, to testify before the House Finance Committee.

Based on his over 25  years of experience as an Elder Law attorney, as well as an Elder Law professor and former legislator, Attorney Heffner outlined his opposition to the The Reinventing Medicaid Act of 2015. Among the problems Attorney Heffner sees with the proposed legislation, its Section 6 would directly affect the limited opportunities for middle-class Rhode Islanders requiring Medicaid long-term care services to preserve some of their assets, and would impact eligibility for long-term care Medicaid. Heffner also believes that the legislation is poorly drafted, containing critical terms that aren’t properly defined within Rhode Island’s General Laws.
